Work done to refactor InaSAFE Realtime and upgrade it to InaSAFE 4

Feature: InaSAFE Headless upgraded to InaSAFE v4

InaSAFE Headless has been upgraded to InaSAFE v4 and now has all the functionality of InaSAFE 4 available.

The first implementation is with InaSAFE 4.2.

Some consequences are:
- no more impact function choice - new InaSAFE 4 reports
